KHAYAMNANDI:  PROPOSAL FOR COMMENCEMENT OF RAPID HOUSING CONSTRUCTION



JANUARY 2016

LOCATION

The greater Khayamnandi Development project is located in Ward 41 of the Nelson Mandela Bay Municipality and lies between Despatch, Booysen Park, Joe Slovo and Bloemendal.


NATURE AND SCALE

The project is designed to be rolled out in 11 phases and to yield a total of:
  • 12,040 residential units (8538 individual erven & 3502 high density)
  • 28 Churches
  • 20 Business
  • 15 Crèches
  • 13 Schools
  • 5 Clinics


SERVICING PROGRESS (USDG)

To date, phase 1,2 and 3 have been serviced - yielding a total of 1879 sites. 
The breakdown is as follows;
  • 660 phase 1A & 1B
  • 1013 phase 2
  • 206 phase 3

TOP-STRUCTURE  HISTORY (HSDG)

In August 2013, NMBM submitted an HSDG application to the Provincial Department of Human Settlements for 184 subsidies/units totalling to R 14,167,000 – amounting to R 76,994.61 per unit (annexure 1)

On 23 July 2013 PDoHS wrote a letter to NMBM notifying it of the approval of 179 subsidies/units with a budget of R 15,739,278.00 - amounting to R87,928.93 per unit (annexure 2). 

A further R 244,487.15 was approved for relocation (R1,365.85 per erf). It is yet to be established why the approval was for 179 and not 184 subsidies/units. On 20 March 2015, PDoHS sent another letter approving a further R 5,945,819 – representing the subsidy adjustment provision.

Despite the approvals reflected above, no proof has been obtained that NMBM followed up by way of obtaining the funds and/or commissioning of the construction of the housing units in Khayamnandi 184.

BUCKET ERADICATION PROGRAMME

NMBM was able – via the Provincial Treasury – to access funding from the Bucket Eradication Programme to invest in Khayamnandi. The Province appointed Coega Development Corporation (CDC) as Implementing Agent for the project. 

The following aspects are worth noting;
(i)         to date 1671 foundation & toilet structures have been erected (diagram 2)
(ii)        each foundation is 42 square meters – 40 being for the house and 2 as a stoep.
(iii)       of the 1671 structures that are completed, 1625 have been certified and 586 have got beneficiaries on site residing in shacks (table 1)

(iii)       five contractors were appointed for the for the construction of the strucures
(iv)       the project was enrolled with NHBRC (no:29543)
(v)        as of December 2015, 995 structures had been vandalised – including theft of fittings such as doors and toilet units (table 2).
(vi)       4 foundations are below ground level. The construction of tarmac roads in future will result in further exersbationof this problem within the identified sites i.e. a further drop in level

RECOMMENDATIONS

Given the above facts, and aware of the need to upscale housing delivery in NMBM,the following recommendations are made;

1.    NMBM appoints a security firm/s to secure the 1032 sites that have the foundation/toilet structures but have no beneficiaries on site.

2.    R70m that from the Provincial Treasury - initially allocated to Coega Development Cooperation – be redirected to the HDA for construction of houses. This will yield approximately 636 units

3.    HDA appoints a contractor/s to construct 586 houses – representing the number of beneficiaries already approved and currently located to their sites.

4.    NMBM urgently process the remainder of 50 beneficiaries (ie 639-586)

5.    Once 4 above is completed, HDA appointsa contractor/s to construct the 50 houses

6.    NMBM submits a funding applications to the Province for the construction of 1035 (being the difference between the total number of foundations on site and the 636 constructed using the R70m)
